About Frank Carter: He served as Chief of Law Enforcement in Jacksonville from 1953-1980. He is remembered for the cordial way he helped tourists and Britt Festival guests. The town was generally quiet and peaceful, but he is also remembered for running a 40-member motorcycle gang out of town single-handedly
